APPCB Imposes Rs 16.32 Crore Penalty on Visakhapatnam Industries Over Pollution Violations

The Andhra Pradesh Pollution Control Board has imposed Rs 16.32 crore in environmental compensation on industries in Visakhapatnam after months of deteriorating air quality and repeated non-compliance with emission norms.

The Andhra Pradesh Pollution Control Board (APPCB) has imposed environmental compensation totalling Rs 16.32 crore on industries operating in and around Visakhapatnam, following a sustained enforcement drive against units that failed to control emissions and smoke within prescribed limits.

The action follows a period of visibly worsening air quality in the city that began in December 2025. Residents and local monitoring stations flagged a rise in particulate pollution during that period, prompting the board to step up surveillance of industrial clusters known to contribute to the city's airshed. By January 2026, APPCB task force teams had carried out physical inspections across multiple industrial units, checking stack emissions, the functioning of pollution-control equipment, and overall compliance with consent conditions issued under the Air (Prevention and Control of Pollution) Act.

Those inspections turned up a pattern the board found hard to ignore. Several units were found operating with inadequately maintained emission-control systems, while others were flagged for excessive smoke and dust escaping standard containment measures. APPCB issued notices directing the industries to carry out corrective action and bring their operations back within the limits set in their consent-to-operate conditions.

What makes this enforcement action notable is the timeline. Rather than closing the file after the first round of notices, APPCB conducted repeat inspections over subsequent months to check whether corrective steps had actually been taken. According to the board's own account, air quality in the affected zones did not show the improvement expected after the initial notices, which is what ultimately triggered the environmental compensation order of Rs 16.32 crore now in force.

Visakhapatnam's air-quality monitoring network currently includes eight manual stations and three continuous ambient air-quality monitoring stations across the city, with five additional IoT-based sensors expected to come online by November 2026. This expanded network is likely to make it harder for industrial units to avoid detection going forward, since continuous monitoring closes the gap between periodic inspections that industries have historically been able to work around.

For industrial operators, the Visakhapatnam order is a reminder that environmental compensation under India's pollution-control framework is calculated to be more expensive than the cost of compliance itself, precisely so that fines are not simply absorbed as a routine cost of doing business. Pollution control boards across states have increasingly moved toward this model: inspect, flag, allow time to fix, re-inspect, and penalize only when non-compliance persists. For industries, the more durable response is not a one-time fix triggered by a notice but continuous, verifiable monitoring of stack emissions so that deviations are caught and corrected internally before a regulator's inspection does.

Reliable online continuous emission monitoring systems (OCEMS) and properly calibrated stack gas analyzers are central to this shift, since they give both the operator and the regulator real-time visibility into SOx, NOx, and particulate output rather than relying on periodic manual checks that can miss intermittent breaches.
